Congress is now considering making permanent a misguided policy that allows individuals who are still enrolled in their training programs to be called 'highly qualified'.
Special educators know that it takes substantial preparation to adequately address the complex educational needs of students with disabilities. Our students and their families deserve to know whether their teachers have completed their training.
Tell Congress that only fully-prepared teachers should be called 'highly qualified'!
